      New Regulations of Morocco ANRT | From May 2025, exported radio equipment will be required to be labeled with SAR values!

      On January 20, 2025, the Moroccan National Telecommunications Authority (ANRT) issued Decision ANRT/DG/N°16/24, which replaced and abolished Decision ANRT/DG/N°12/04 issued in 2004, and updated the type approval and labeling requirements for telecommunications terminal equipment and radio electronic equipment sold and used in Morocco, and will take full effect on May 1, 2025. Non-compliant products will face the risk of banning sales, recalls and high fines, and companies need to start responding immediately!

      This update aims to emphasize the importance of security, transparency and compliance of telecommunications equipment, ensure that products meet global standards, and protect end users. The updated requirements bring new compliance measures to manufacturers, importers and distributors applying for approval, and apply to all telecommunications equipment that requires approval.

      The main contents of this update are as follows

      1. New label requirements

      ● Starting from January 20, 2025, for all new applications and renewal applications, certified products need to follow the new label style.

      ● Labels must be clearly visible, easily recognizable and indelible (no size/font restrictions);

      ● Labels are allowed to be displayed through instructions, packaging or electronic labels (such as QR codes displayed on the device screen).

      2. SAR information disclosure requirements

      Applicable to terminals with a transmission power of >20mW and a use distance of ≤20cm, including:

      ● Mobile phones/tablets/smart watches

      ● Cellular routers/modems/walkie-talkies

      ● Laptops equipped with SIM/eSIM cards or Wi-Fi functions

      ● Digital Enhanced Cordless Telecommunications (DECT) phones and cordless phones

      From May 1, 2025, SAR values will be mandatory and can be displayed on the device or in accompanying documents (user instructions, user manuals, etc.) or on the packaging or in the content of the electronic label to be displayed.

      3. Consequences of Violation

      From May 1, 2025, failure to mark SAR values will trigger Article 16 of ANRT, namely

      ● If no rectification is made within 8 working days after receiving the notice, sales will be suspended and publicly exposed;

      ● Repeated violations may be fined up to 10% of annual turnover.

      Impact on certificate renewal, including:

      ● Hardware changes such as adding WLAN modules require retesting of SAR values;

      ● If the SAR value exceeds the limit during renewal, the original certificate will automatically expire.
